SOMERSET A circuit judge in Southern Kentucky has barred the state from releasing some convicted felons from prison or parole supervision under controversial new rules.

The Lily rain barrel is being offered to the public in a special pilot program. About 500 Lilies will be available for purchase at $75 each.
